When To Empower Dragon In Dragon City?
Unless a dragon is busy breeding, on a mission, in the training center, in the Dragonarium, etc., you can empower an adult dragon at any time. It’s important to remember that you can only empower one dragon at a time. You can’t empower a dragon that isn’t fully grown. This function is now available from level 23 onwards.

- You have a bunch of other dragons of higher rarity (or tier) that can be enhanced.
